Co-founder of ALL4 and professional engineer with over 30 years of experience in air quality consulting. He specializes in air permitting (NSR, Title V, NSPS, MACT, RMP) and has led projects in over 30 states. Recently, he has focused on climate change, helping clients reduce their carbon footprint. He integrates data management and automation into air quality compliance to streamline operations.

Kevin Hickey

COO

Co-founder of ALL4, responsible for project management, HR, IT, and company culture. With extensive air permitting experience (Title V, NSR), he has also worked on emission trading programs like NOx, SIP, and Acid Rain. He ensures ALL4’s consultants are well-positioned to serve clients while fostering a "best-in-class" work environment.

Chad Morris

With 20+ years in environmental consulting, Chad has worked in both startups and industry leaders. He transitioned from air quality to digital solutions and previously led Environmental, Health, Safety, and Sustainability consulting. At ALL4, he focuses on business growth, strategic leadership, and market expansion.

Matt Bulley

CFO

A finance executive with experience in startups and multinational corporations across various industries, including telecommunications, IT, and clean technologies. He has held leadership roles in auditing, financial strategy, and risk management. Before ALL4, he was Managing Director and CFO at Allied Resource Corporation’s largest subsidiary.

Colin McCall

CTO

Leads ALL4’s technical expertise, specializing in air quality modeling, permitting (Title V, NSR, MACT), and regulatory compliance. He ensures high technical standards and supports clients with complex regulatory challenges.

Heather Horvath

HR Director

Oversees HR at ALL4, focusing on employee experience, recruitment, retention, and company culture. She previously worked in customer service and leadership roles at Vanguard before joining ALL4 in 2008. She is committed to maintaining a flexible and top-tier work environment.
